REGULATIONS

 

1. The Following Regulations are issued as an interim measure for strengthening and reviving the national economy from the unprecedented consequences of the COVID-19 pandemic and these regulations may be cited as the Imports and Exports (Control) Regulations No. 05 of 2020.

 2. Regulation Nos. 19, 20, 21 and 23 of the Imports and Exports (Control) Regulations No. 02 of 2020, published in the Gazette Extraordinary No. 2176/19 dated 22nd May 2020 and Regulation Nos. 4, 9, 10, 11, 12, 14 and 15 of the Imports and Exports (Control) Regulations No. 03 of 2020, published in the Gazette Extraordinary No. 2182/10dated 30 June 2020, and their corresponding Schedules are hereby repealed. Therefore, those Regulations shall be effective until 17, August 2020 and the regulations prescribed in this Gazette shall only be effective from 18 August 2020.

3. The items listed out in the Schedule I of this Gazette, that shall be imported on an Import Control License, Stipulated by the Imports and Exports Control Regulations, are suspended from 18 August 2020 until further notice.

4. Following Regulation shall be inserted to the Regulations published in the Gazette Extraordinary No. 2044/40 dated 09 November 2017 as Regulation No. 4 “4. Banks shall not process any payment relating to importation of any items which are subject to Import Control License, as specified in the Schedule I of the Gazette Extraordinary No. 2044/40 dated 09 November 2017 as amended, without a valid Import Control License”.

5. Final decision on any issues arising in relation to implementation of these Regulations shall be made by the Controller General of Imports and Exports in consultation with the Minister of Finance considering the revival of the national economy from consequences of the COVID-19 pandemic, public health, environment and national security.
